Noel was born in 1952 and trained at Central School of Art, London where he obtained a BA in Fine Art.
He moved to Cornwall in 1987 to paint full time. He has exhibited nationally, in solo shows and group exhibitions at such galleries such as The Royal Academy and The National Portrait Gallery. He was a winner of the John Constable prize in 1987 and 1988.
“The most recent paintings are based on my creative output from the age of 7 when I won first prize in an art exhibition, up to and including now at the age of 70. In these paintings fragments of earlier work are fused or compressed together to create a visual representation of my life as a visual artist.”
